cold engine problem

I have a '95 V6 4x4 with man trans. When it is cold outside, less than say 50 degrees, and I push in the clutch for a stop sign etc. the engine surges up and down from about 1500 to 2000 rpms. When it is in gear it runs smooth no surging or anything. It does this until the truck is about 1/2 warmed up to operating temp and then idles normally. The CEL has never come on since I have owned the truck, over 6 months. Anyone have any ideas. I've done plugs, distributor, and rotor.
