'95 pickup / 4cyl
Upon cold start there no longer is a fast idle. I have to keep it running with my right foot intil warm. The idle air control motor still operates normally though. What is the active component that provides the cold start-fast idle function?

There are some small ports that can get clogged. Use some throttle body cleaner and spray the ports. The motor moves a shutter/butter fly to allow more air through the ports. When the ports clog, less air moves through. You'll lose fast idle or have a surging idle when they clog.

Atleast that's my best guess judging from other vehicles I've had problems with.
