How the hell do I attach a pic it keeps telling me I exceeded the quota for attached files. WTF?

I can't belive that I can only upload a 2k file. That is tiny, but that is what it is telling me. If I try to upload a 20k file it says you exceeded you quota by 18k. That is rediculous.
