Governer Gear? Read a few threads and took off the cap and I see no gear just....

a thing with metal flaps around it. I read in a thread that when the Governer Gear goes bad shifting is a prob. I checked into it and now I'm stuck looking at something I didn't expect. I though I was supposed to see a gear of some sort instead metal flaps around something I can see (maybe the gear). Hear is the link to the other thread:
