my sister n law's 89 nisssan sentra timing chain has juped its rails and is cutting a hole in her timing chain cover. so I'm going to replace the tensioners chain gears and rails. but can i change the cam timing for more power. the car is stock with over 200,000
miles on it. but if i can help it a little by degreeing the cam than I will.

As far as i know, the stock cam gears are not adjustable. You can advance the timing on it though. That can help up to around 5hp in the powerband. It should be near 10 degrees stock. Can go up to 15 safely. I would recomend using better gas though, especially if gas stations switched to winter gas.
I don't know much about the 89 sentras are the sohc or dohc?
Also your going to have one hell of a headache, expect to spend a lot of time tinkering around with it (it's all trial and error).
You can advance the timing for better bottom end or retard for more top end power. You aren't going to be able to fine tune the timing without an adjustable cam gear. That and when you slip a tooth on the stock I'm pretty sure you are moveing time more than 6 degrees, this may not be such a good thing (ie you'll hit a valve)
If you retard your exhaust cam and advance your intake you might make more power, just put it all together and check to make sure your valves aren't hitting before you start the engine and like I said before you'll spend a lot of time doing this and you also might not pass emissions.
