Doesn't look that bad, then again we don't see behind the bumper. Pictures never do any justice. To give you an example, Nissan had to replace my frt plastic bumper under warranty, it was turning white, as was the cowl below the windshield. Bumper cost 712.00 That didn't include R&R and paint. Ask the guy to knock 500.00 off the price of the truck. If he won't deal, then look elsewhere. Lotsa luck.

Before you buy take the truck to an independent 3rd party to look over the truck. May cost you 30 - 40 bucks could save you thousands.
You should look behind the bumper to see if there is any damage. From the pictures it doesn't look that bad. I'd take it to a repair guy and get an estimate and ask for that much off the truck.
It would be a few hundred bucks to have it done, but the problem is that the paint will fade at a different rate than when it was new. I would beware of peeling paint on late 90's Nissans. I have seen a few-especially white ones that do it. Mine peeled badly when it was 7 years old. I pressure washed it to remove any weak paint and then feathered it in followed by primer-surfacer. I had to block it and then paint it. It cost me almost $350 by the time I was done.

I don't know if I will get the chance to take it to an independent shop. I want the current dealer (new Fords) to put it on a lift for me to inspect underneath (it appears to have a seepage of transmission fluid at the radiator fitting. But, of course they are resisting with BS excuses.
The white paint isn't peeling, but it looks oxidized and chalky. Is it base/clear coat, or solid color?

If you feel the Ford dealer is resisting then you should get a third party inspection to be on the safe side. Also look on autotrader.com and ebay.com to get a good idea of price too. If there is only a small transmission leak at the radiator that should be an easy fix as long as the radiator is not cracked.
On my truck, it was a single stage paint(no clear). If all that is wrong is a minor misalignment of the bumper, you can probably fix it by loosening the bumper to frame mount where it attaches to the frame and moving it. It has a good amount of adjustment built in to it. If that doesn't fix it, remove the grille and you can slide the bumper in and out with te adjusting bolts that are acessable behind the grille. The bolts are either 14mm or 17mm, IIRC. I have done this a few times with my truck as I removed the bumpers, door windows, weatherstripping, door handles, etc when I painted it.
