'95 ka24e oil pump gear and oil thrower clearances

Hello All-

I am currently in the middle of a timing chain replacement and am curious to know if approx 1/4" of "play" existing between the oil pump gear and crankshaft sprocket is normal. Additionally, this "play" allows the oil thrower to freely spin on the crankshaft. I just don't see the benefit of the oil thrower if it freely spins and is not locked by the keyway. Is this as designed?
