Cool Internal Temperature Fuse at the Power point

Help. I have a 2002 Frontier which has a power point (12 V outlet in the consule). The outlet doesn't work (no power), however, the outlet in the dashboard does. There are no blown fuses.

The Manual mentions an internal temperature fuse on the power point. Where do I find that, and how do I change it?
