Exclamation Turbo Problem!!!

I got a 96 Nissan 200sx with a JDM sr20det. Originally everything ran great expect for me breaking transmission left and right when i dropped the clutch. Anyway since then i have got rid of the Stock turbo and manifold and went to a top mount manifold with a To4e turbo and a Spearco FMI and a Tial Wastegate. I just got everything hooked up and went to take it out just to find out i cant get the stupid thing to produce boost over 0.12 km/cm2. I have tried everything i can think of with no luck i just cant get it to create more boost. The wastegate has a 10psi spring and i am running a Apexi AVC-R as a boost controller. The only thing i can think of is that maybe the AVC-R is shot but shouldnt it still create at least 10psi since that is what i got for a spring for the wastegate? PLEASE HELP!! im very frustrated and just cant wait to get out there and beat the HONDA Kids.
