Talking Ecu Failure

HI"
The ecu of my car fails to get power supply from batt
even though i found all connections are clear , shud i check
is there any problem with main relay, or fuel pump relay,
can i interconect directly?
also tell me , how can i increase turbo boost , through ecu modification
