Exclamation e16s doesn´t always have 69HP!!!

I live in south america and have a Sentra from 1993, it came with the e16s (carb version) and its the B13 chasis.
Let me tell you that this car can´t have only 69HP, It rides hard and y won a lot of races against 100HP and little more cars.
Can it be because here emisions arent controled and maybe the car is a little less restricted.

I agree; the torque more than makes up for it's lack-luster HP numbers; also consider under what part of the RPM range it peaks at.
