88 pulsar e16i starter problem

the starter on my 88 pulsar went out. it would work with a wrench to the solenoid but decided to replace it. the new starter looked just like the one i had but when i installed it ,i got just a whirring sound. about every 4-5 turns of the key it will start. i have tried everything i can think of(checked battery:OK,had independent shop test the starter:OK,replaced ground) any help would be greatly appreciated.

sounds like maybe its not engaging the ring gear correctly??

could be,but not a grinding sound.just sounds like its spinning freely.when starter was tested gear came out correctly. when i tested it with a voltmeter there was 12v from battery,with ket at start position had 0.003 v at solenoid and the other male connector(from EGI control).If its not engaging correctly though,what could i do to fix it?
