What is this part?

What is this thing? and where does the hose attached to it go?
Becuz mine is only connected at one end.

Ohhh man, I think I was crying when I read that last sentence. That was hilarious. I laughed so hard.

That was from my old '88 sentra, it has been sitting for months.

My '87 pulsar has the same thing, but I only had pictures of the thing from my old sentra.

My fsm says it is the (speed?)Governor Valve. The black part that you mostly see is the governor valve cap and it has a breather hose attached to it for fresh air. I don't think it actually goes anywhere.
