question about automatic E16S transmission

I have an E16S engine with the 3 speed automatic transmission and for a couple of years it has had transmission trouble. I have to let off the gas to get it to switch from 1st to 2nd. This only happens when I take off slowly. If I pretty much floor it when the light turns green the transmission will shift through the gears smoothly. It only slips when I take off slowly and it only slips going from 1st to 2nd. 2nd to 3rd always works fine. It is not low on transmission fluid. It has been doing this for a couple of years. I'm very surprised it still works actually. I haven't bothered to fix it because transmission shops have said they want $1000 to take it apart and rebuild it. I can get another transmission (used but guaranteed to work) for real cheap but I don't know how to swap them out and the lowest estimate I got to do so was $600. Basically my question is, what is wrong with the transmission that it would be doing this? Does it really require being "rebuilt" or is there just some part of it that is malfunctioning and can be fixed?

When you say "SLIPS" do you mean engine revs up and you don't speed up? If it just doesn't shift untill late, it could be just the linkage is out of adjustment. There should be a linkage that goes from the throttle on the carb down to the transmission, and if it were out of adjustment it would think you were trying to accelerate, and leave it in 1st untill you hit a fast enough speed to shift.
It sounds to me like its just out of adjustment.

What it does is takes off normally and then it revs up high (around 4500) like it dropped into neutral for a split second and then goes into 2nd. I can tell when it's about to do this though and since I don't want to rev the engine real high I let off the gas real quick and it immediately goes into 2nd without revving up real high.
