Unhappy Hit and run.......how can i fix it?

OK, i came out to my car today after work, and theres a white stripe right above my drivers side wheel well. Upon looking closer, it's a paint scrape. Somebody hit my car, and drove off. There is no dent damage to it, so it must have been low speed (parking,etc.). How can i get that paint off, without damaging what's underneath??? It's a black car, and the scrape looks reaaaaaly bad.

wax, a good buffer, or some wd40 when things get stubborn, then more wax.

i used this stuff called "pure earth" rubbing compound.. its not gritty, but its a rubbing compound, its colored blue/white/red/green, and it took out a 3 ft red stripe in my white 200sx with no color left, and the wax was still there
