i used to have mine like that.. what i did to clean it up is went to autozone and pick me up some blue magic plastic cleaners stuff kinda deal for about 10 bux or so and put it on the headlights with a cloth and started scrubbing in a circular motion did that a while.. it all depends on how bad it is.
This may sound funny but most of the time the fogged headlight problem is on the inside of your headlights (in most cases) if your lucky the problem can be cleaned without opening your headlights. To open your head lights, you need to put them in the oven and.... this will defenatley help you. This site is for supras but the process to pull them apart is simalar. he is correct it can be both in and outside.. try the outside if still not cleared up a bit then open them up and clean them inside.

Blue magic is great, but you got your ass ripped if you paid $10 for it.
I've seen guys use extremely fine sandpaper (4000+) and wet sand until they were clear. Works pretty good, and only need one or two sheets to do the lights.

my b13 had the same problem, and i used blue magic on the outside annd ended up having to take em apart and clean the inside too, they look brand new though, and its well worth the time, i would reccomend sanding it down too, its helps, use extremely fine sandpaper though

Been using the blue magic stuff for years, and it works good. However for the past few months i've switched over to meguiars plastx plastic cleaner&polish and this stuff works much better than blue magic. I use it twice a month to keep my headlights looking clean and clear...

I use this stuff too... took a couple times to really see the difference. Worked the best when I took the headlight off the car completely and drowned the headlight in this stuff and covered every single cm of the lens. Pretty much just scrubbed the hell outta it.
Eventually I'll have to pry 'em open, but I'm trying to avoid that for fear of leaking/breaking something....
I've got a set of headlight protector for mine - so the headlights never get dirty, plus it saves them from stone chips ( as each headlight is about £200 from Nissan! ).
only about £10 of ebay.
