Question Ciggarette lighter fuse? 02 se-R It wont work...

I have an 02 se-R and my ciggarette lighter doesnt work closest to my radio. The one that is by my e-brake works fine but the lower one by the cup holders wont work at all. I dont know what to do. I took it apart and tested for voltage but there was none. I also looked under the hood at all the 10a and 15a fuses and none of them were blown. What do i have to do to get this to work?
