Your SE is at a dissadvantage due to it weighing ~100-120lbs more than the Civic. Throw in worse gearing, and 15 less hp, and I think you are screwed if the drivers are equal. Your car may have more low end torque and a more flexible engine, but that's not enough to offset your power defecit.

equal drivers, siR wins easily.
Luckly for you the drivers wont be equal, go out there and get good at driving and hope your friend is'nt as good as you.
With an intake and short shifter I got a 15.8 in my SE, that should be plenty to take out an average driver in a stock Si (SiR in mexico). If you changed the tires and motor mounts that would get you another tenth of a second atleast, since the stock firestones blow balls. Header and exhaust will bring you even lower, and cams will make it a sure thing if you want them.
