left rear brake

after carefully examening the brake, a noise seems to be comming from a the left rear brake. also, i noticed that my left rear brake isnt working because the rotor is still dirty and rusty compare to the right rear one which is clean and clear. when i step on the brake pedal the noise changes from higher pitches to regular ones. what do you guys think?
