If the motor is turnning over, I don't think it's the starter.
To run an engine needs: fuel, spark and compression. Make sure you are getting spark and fuel. Commpression is more then likley ok. Unless the motor is very old and abused.
If your getting spark and fuel I don't know mabey timming is way off.
