my 98 sentra wont start up every now and then. I turn the ignition and the power goes on, so its not my battery, i also put a new clutch in so its not my clutch when i turn it, but 1 in like 300 startups it wont start, it doesnt even turn. i had the starter replaced twice, is there any thoughts as to what this would be

I'd check your neutral safety switch. It is the switch that the clutch pedal depresses to allow power to the starter. They stick from time to time, or it could just be going out. I'd also check the little plastic button on the clutch pedal assembly that depresses the switch. They break all the time.
