speed governor messed up??

ok i have a question, i know there is supposed to be a speed governor for the ga16 at 109mph right? well lets just say someone (no names or anything) was able to hit 120mph before getting a fuel cut, does this make any sense to you guys? is there something i'm missing here?

Probably had a chip installed? Doesn't require any direct modification to the ECU's EEPROM. If not, maybe he paid someone (or the previous owner paid?) to edit the EEPROM's setpoints?

i thought the OE setting was about 115?
doesn't JWT completely eliminate that?

ok, truth time, its my car, and the ecu hasn't been touched is why i was curious, oh well, can't say it's a bad thing but i thought it was weird, thanks for your responses though

well dont flame me for my driving but both of my 200sx's and my freinds (all b14) will all go 120 altho one was a 98 and the other two were 1996. and our ecu's are all stock
