obdII, emissions etc...
Sounds like another wiring issue (maybe the one that caused the bad fuse). I would start with that fuse's circuit if you go for electrical problems, that is, ahem, if you remember exactly which little fuse it was.
As lon as there is no CEL/MIL light on you should get the cursory "pass" and if they are looking to fail you, you must do anything to pass it (legally) in order to preserve the resale value or even sell in the car. A failed smog may have to be reported to potential buyers and/or dealers you trade it in to.
On the bright side, CERTAIN CARS are NOTORIOUS for OBDII emissions related "ISSUES" and if your car is on one of these lists (don't ask me but do an OBII search on google) they may HAVE to pass you, especially if you pass the visual and MIL/CEL check.
Perhaps even the simple explanation that their scantool was low on battery juice or not "serviced properly" (i.e. exposed to high temperatures or water etc..) And your car is just dandy. And if they did service their scan tool, where are those service records? hehehe...
They may also be trying to solicit a "bribe" or alleged "bribe" I should say.
A ring of that sort was busted in AZ trying to pass failed cars for a fee.
IMO you should pass, of course, technicality may be another mater.
