I "thought" the actuator underhood was bad because everything "seemed" to work so I got a junkyard unit and tossed it at the car . Ignorant move on my behalf since I know better . After it still did not function , I got the manual out that I downloaded here and did the troubleshooting .
I have a complaint about Nissans TS though ......
I get the dash torn apart to access the speed control module for voltage checks and run the troubleshooting tree down as I knew I should do .
Finally I get to a step "Chek voltage between pins #2 and #3 while cycling the set switch" "Check for battery voltage" . Then it says "If OK go to next step" "If not , check horn for operation " "Does it blow?" "If so move to next step " "If not , check fuse / Horn Relay" .
Now , the pisser is I never blow the horn so I did not know it would not blow .
Turns out the horn failed and caused the fuse to blow , I replaced the fuse and tested the circuit and it's fine but the horn is open .
I'm no Nissan ace but I would figure the 2nd step after turning on the cruise switch and "Check for switch light illumination" would be "Blow the horn" since both circuits of voltage are needed for proper cruise control operation .
So , if your cruise is not working but the switch is ..... before you tear the dash open for troubleshooting , blow the horn .
On a side note , the cruise works perfectly now that I have a good fuse .

Sounds like Nissan took a note frim IBM on their manual writing, and electronics design.

Got to love that logic.
