Turbo?

What all do i need to make a safe turbo kit assuming i already have the piping and a welder?

a lot more than piping and a welder.

you need some sort of fuel management.

read the turbo forum, check out the FAQ sticky in the GA16 section as well.

you're going to need an intercooler, ecu. you're really going to have to research this. there's a site that you might find interesting. maybe you can use it as i guide. idk. i know you don't have an se-r but i think it's worth a look.

Assuming he already has the piping and a welder, all he needs in addition is a safe turbo kit.
