For regular commuting, just about any tire with the snowflake & mountain symbol will perform betterthan the best all season tire. However, if you really care about your car, you would be wise to buy a premium tire. In winter tires you really do get what you pay for. That said, here's a list of top reccomended winter tires based on my personal experieince in Winter Road Rallies, Rally-X, stage rally & daily driving:
Bridgestone Blizzak WS-50 - IMO, these are the ultimate no compromise winter tire. They own snow, and are above average on ice. The only drawback is that they are very soft, so tend to wear much quicker than all the other tires out there. You really can't drive aggressively on these when it is dry or they'll be done, but with care they can last nearly as long as the others. These are my tires of choice, and by far the most common tire in the winter Rally-X service area.
Yokohama F720 - The next best thing. Ice performance decreases, but the tread compound will last longer.
Michelin Arctic Alpine - If you get more ice than snow where you are, these are the way to go. They have a lot more contact area for ice, improving grip there above the other brands, but snow grip is less due to the tighter tread pattern.
Toyo Observe - OK, but nothing to write home about
Pirrelli Winter Ice - OK too.
Nokian Hakka's - From Finland, where rally is the national sport and people sit out in the woods, pounding back vodka and yakking on their cell phones in -30 weather to watch, some people swear by these. Some are studdable, a good way to go if state law allows. They may be hard to find though.
