Cooling fans seem to always run??

I just recently put a new (used) engine in my car. It was one of those used 35k Japanese import engines.

I have noticed that it seems as if the cooling fans are running may more than they were before. In fact, one time when the engine was completely cold I started it up and the cooling fans started running right away. I have also noticed that even when the car has warmed up they run a lot more. Before the new engine I would start the car and work on it while it was idling and I never once remember the fans coming on. Now I see them on almost all the time. And yes, the car seems to be running at normal temp all the time.

I also have a second problem that may or may not be related to the fan thing. After letting the car set for a while I would go to start it up and it is kind of hard to start. Seems as if it is flooded. The smoke out the exhaust is dark once it does start. After a few seconds of running it completely smoothes out and runs fine.

Did you swap out the temp sensor and throttle postion sensor? If you didn't, you need to.
