I have this problem in my 94 LE. I suspect it's a vacuum leak, probably a dryrotted hose somewhere, allowing vacuum to leak and drop pressure the servo uses to hold the throttle. it seems very logical anyway. haven't actually checked it yet, but in my other sentra, a 94 XE, a lot of the vacuum hoses were dryrotted (although the cruise works perfectly.)
