engine boggs and misses

i have a 1990 sentra that i got for free as a winter beater, the car has 270 km's on the motor, the has just passed an emissions test, it has new cap and rotor and plugs and a air filter, the problem that i have is when the motor is cold and u give the car about half throtle the engine begins to hesitate and miss but after about 2000-3000 rpms it goes away, it also does this once the engine is at operating temp. but it's not as bad, i am also getting bad gas milage, about 300 km's off a tank full. I think that this would make a great little car once i can sort out this problem., this car is a 5 speed if it helps anyone, Also i think that the engine may be running rich on fuel but if that was the case it would not pass emissions.

Any ideas would be great and would really help me!
I will try to fix the car my self, i did get the car for free!

the first thing i would check is the oxygen sensor, it will make the engine run rich all the time if it's bad, and therefore use more gas than is actually needed.

but the car has passed the emissions test being way under the limits, my guess would be the fuel filter, gonna give it a shot on sunday and see how it goes, I dont want to spend much money on this car, my other car is a 95 mercedes c36 amg , so from going from that in the summer to this sentra is bad enough for me !

Bad oxygen sensor wouldn't neccesarily make it not pass emmisions. if its just an emmission test at idle then its no problem really cause its a preset value for the vehicle once at operating temp. When in warm up mode though it shouldn't effect it much cause the system doesn't use the O2 value cause it doesn't care til its warmed up. unless this is a different engine.........what engine is it if you know? and fuel filter would normally only affect wot operation, but it wouldn't hurt to replace it anyhow. but best guess is O2sensor. good luck
