Finding a BPT valve? How does it function?

After trying to figure out why my EGR valve isn't opening under part throttle, I looked to the BPT valve. All of the hoses to and from the BPT look fine and dont' seem to be cracked or falling apart or anything. Now, from my understanding the BPT valve is supposed to be surrounded in foam, but on my valve the foam was completely degraded. What is the purpose of the foam and what would happen if it were no longer there? Also, where can this part be ordered from? I tried autozone and napa online and couldn't find anything about a BPT valve on their site. Do I have to order it from nissan and how much would that cost? Also, could some one explain to me how the EGR and BPT valve function together? I've searched online and on various sites but couldn't really find much.
