My 4 dr has no a/c and power nothing. I can't think of the name of the part right now so I'm gonna have to describe it. The fan housing? The piece of plastic that holds the fan in place. It has room for 2 fans. Mine only has/needs 1 fan. But the space used for what looks like would be another fan is blocked. So, essentially it seems only 1/2 the radiator is actually cooling. Why team why? Is there any benefit to having it?

What you're describing is a fan shroud. In your case it probably has value in channeling the air from your single fan across the entire radiator surface...
The second slot may be for cars with A/C installed.

The one thats in there now was pretty rusty and crusty. Black spray paint solved alot of that. but I think I'll leave well enough alone for now. Unless someone has a performance mod.....

My B12 has dealer installed A/C, which works great...but I learned a real cooling system no no. I lowered my car 1.5" at that time for some unknown reason (probably appearance) I removed the small plastic undercovers (on lower rad support). The car ran hot and the head finally warped. After fixing the head problem I put the undercover back on. Come to find out when driving the undercover actually helps pull air through the rad? Sorta like a venturi effect or something. Anyway the point is don't remove the ugly undercover.
