You've got two problems - 1) you're running too hot, and 2) the 'anti dieseling solenoid' is stuck.
1) Check for a vacuum leak, overly advanced timing, clogged fuel filter (anything that can cause it to run lean).
2) Check the solenoid. I don't have a CA carb to look at, but what you're trying to find is a solenoid in the fuel inlet section of the carb that retracts when current is passed to it (opening the fuel passage). It sounds like it's stuck open.
