the short answer is that you have a thermal switch that is bad. it might be a vacuum switch or it might be electric, but it's something that changes once the car warms up.

Yes there is a thermostatic Vacuum switch.
I idled the car up with the adjustment screw, pinched off one of the hoses and the car idled higher when the hose was pinched off... for a few times, then it did not idle up when I pinched off the hose.?
There is a little fuel dampness below a "window" in the passenger side of the carb? Could this be a contributing factor?
