I've heard of people trying to do it with the Consult II tool, but I also hear that the computer resets the timing back to normal after a few hours or when the car is turned off.

You are correct my friend.... they reprogram themselves whenever the car is turned off and turned back on if you go advance it through the Consult II. A completely reprogrammed ECU will do what you want.
