If you put the ignition in ACC mode do all your lights come on?

This is the factory security system preventing me from starting the car, lights flashing (no horn) and happens intermittently........thank you. Does anyone know what may be involved in reparing it?

I had the driver door lock cylinder and lingages cleaned and this has not happened since.
