I have used it to remove pinstripes before, using a cordless drill on a low speed it was fine. If he is planning on repainting his car, getting all the glue off is the main concern really. Using a razor blade usually just leads to more scratches and more sanding.....

the chemical remover is probably the safest, but either way it is a PITA.
