EGR help!!!

aight, heres whats up, i was washing my car and i desided to clean the engine out too. now ive done this before many times and i just use simple green and the hose afterwards, the car was fine when i was finished and it ran great. then the problems set in. the next day i got in it and started to drive it and the car was lugging and idleing at like 2-300 rpms and thats not normal for me at all. i would get on it and the car would lag to get power out, an when i would let off the gas it would jolt and would speed up. now i thought that there might have been somthing wrong with the ECU, that wasnt the problem, then i took out a spark plug wire and found water in side the chamber, so i took them all out and let them air dry for a bit before i drove it again. when i drove it, it would drive fine for that period of time, i thought that water was shorting out the spark and it wasnt ingniting right, the next day it was lugging again and the check engine light came on, so i took out the ECU and did the self test to fine, 3 longs and 2 shorts, which came out to be the ERG valve malfunctioning. so i checked to see if the vacume hoses were on and they were but one was very britel and had a hole in it so i replaced it, the check engine light was still on so i checked for voltage to the EGR valve it self, it was fine so then i checked all the other vacume lines and they were fine but the one that was cracked that i had replaced, i looked in it again and found that it connectes to the bottom of the EGR valve and to a metal line, the metal line was full of some shit so i cleaned it out and tried to reset the ECU again but to no luck! plz some one help me i have ran out of ideas! thanks!
