A muddy, now dusty belt. maybe just a clean belt slipping.
I wheel with my 97 Hardbody fairly regularly and I have had a similar experience with my alternator belt. My motor is the KA24E 4cyl. Try cleaning, dressing, and tightening the belt all in one fell swoop. If that doesn't lick it, then replace it. But make sure that it is this belt or whatever before throwing money at it. also take a look at the AC belt and even the AC clutch if you're using AC still; hell, check it out anyway.
