The standard turbo for an S13 SR20DET is not ball bearing. Some S14's in some markets may have had them. There's not much point going past 12psi with the stock T25 turbo, limit of the exhaust wheel???, too much heat for prolonged operation, people certainly run them up to 15. A T28 (GTiR) is good for 15psi.
You'll need to do something about the computer as it won't run properly with this much boost. (Incedentally, a GTiR will happily run at 15psi)
A mates car ran for a couple of years at 300hp+ on stock internals. Eventually a rod or rod bolt let go but that may have been more an oil pressure problem, or lack of it. It had been running about 325hp at the wheels for some time prior. This was a larger turbo that the T28...
Basically, the limits of the stock turbo are easily exceeded by the motor. Get a bigger turbo. You will get to the point where you'll need bigger injectors & fuel pump too.
