Neil, he means 7 1/2 inches wide, not the diameter of the rim.
There is no general answer for this question. It will really depend on the type of tire you run.
You can probebly get away with mounting a 205 touring or all-season tire on it because it will have softer sidewalls that can stretch. When you start moving up in the performance ladder to an Ultra High Performance or Maximum Performance tire, where sidewalls get stiffer, 205 might not be such a good idea. Some tires (ie Falken Azenis) will have stiffer sidewalls than others (Kumho Ecsta MX) even though they are both in the same performance category (Maximum Performance).
Another factor to look at is how wide the tires generally run. Though they may be 205 (or ~ 205mm wide), some tires run wider than others. For example, lets use the Falken Azenis and Kumho Ecsta MX again: A 205 Falken Azenis will be approximetly as wide as a 225 Kumho Ecsta MX. Some tires just tend to run wider than others. Go figure.
