Water inside afm circuit board

My afm cover is missing on my 81 280zx .I hit a puddle and Water made its way into the afm circuit board.When this happend the car wouldn't rev and ran like crap.I had to keep my foot on the gas to keep the car running.The car was running fine before this happend.

I then turned off the car and opened the hood,only to notice water inside the afm circuit board,like a small puddle.I cleaned the water out and now the car won't start.I have spark,but no fuel.

I checked the plugs and they were bone dry.I cleaned the afm out with contact cleaner and cleaned every other connector as well.The distirbutor has no moisture.Could a bad afm prevent the car from getting fuel?
