a better way to do it:

buy a t fitting, and a breather filter. cut the PCV valve tubing in half, leaving it connected to the intake manifold and the crank case. put the t-fitting in there, so that the PCV line is still connected, but there will be a T off of it. then install the breather filter onto the open end of the T fitting. not only will this allow you to pass inspection, but its a noted 3-5 HP gain at the wheels (and yes that is realistic) and improved throttle response/better gas mileage. in this way, the air still moves from the crankcase to the intake manifold, but unmetered air is also sucked in from the outside through the breather filter, instead of expired out into the atmosphere. the air coming in swirls into the existing air going into the intake manifold, and allows for better air/fuel mixture. it also allows the crankcase to breath easier, for HP gains. im sure you could also T a breather into the line going from the intake to the crankcase too, although i havent heard of anyone trying it yet, im sure that you cant go wrong doing it there as well. but T-fitting a breather on the PCV valve is definitely the way to go.
