An easy way to test the circuit is to disconnect the ECM, turn the ignition key forward and apply a ground to pin #38. The check engine light should light up. If it doesn't then make sure you have 12 volts at first pin #66 of the combination meter and then pin #45 with the key on. The problem could be with the combination meter?? The pin out chart for the ECM is at the bottom of the diagram you posted.
