I've been having the exact same problem. As a matter of fact, today I got in my brand new switch, and it still didn't fix. My fusable links look good, but I'm not so sure about the ground thing you said. How would one change the ground on the headlights?

I REALLY don't know enough to be doing ANY repairs, but what's life without grotesque failure, resulting in hundreds and hundreds of lost dollars I don't have?
