It should idle at around 500-600 rpm, pretty steady. Could the idle air control unit on the intake manifold or the EGR valve on the back passenger corner of the intake manifold. Either one will cause idle problems. Could be other things, including the Oxygen sensor.

As far as the headlights go, it could possibly be a fusible link. They are all gathered around the fuse box that is on passenger panel. Could actually be the switch, I've seen it cause problems in that area before and it's often the last unit replaced. Could be a broken ground, try grounding to the frame instead of the other side of the plug. Could be a broken power wire, but in that case the fuse would blow, and blow instantly every time it was replaced and the lights turned on.
