Ya know, my fan won't come on at an idle either, the problem is my car idles so low, the engine doesn't generate enough heat to be a problem. I say get the temp gauge before you go around trying to gerry rig something up. If you find that the engine is running too hot, and needs the fan running, I would replace the fan thermostat at the bottom of the radiator, along with the factory fan relay. That will most likely solve your problem if your fan motor hasn't died completely.
Toggle switches are very problematic, it's very easy to forget to turn them on until the car starts running funny, and at that point it's too late. Your much better off repairing the factory design.
