What I see on my car is that the ECU holds the rpm higher when the car is rolling in gear. My car has a cable (mechanical) connection form the speedo to the gearbox. And I had problems with that cable so the speedo was jumping from 0 - 120mph when driving on the highway and there was nothing fellable in the way the car was running.
