alot of SUV/trucks have those, its to keep crazy leadfooted people that dont know how to drive from flipping. Regardless of what tires you have, unless you are lowered, a truck isnt able to perform emergency maneuvers at high speeds and end up flipping or spinning out horribly, likely causing an accident. Even my cousins ford crown victoria has a limiter at about 100 or so, probably for tires first and soft suspension second. Bottom line, get a car if you want to go fast, get a truck if you want to drive up a mountain or pull large cumbersome objects behind you.
